As the empire's stronghold in the Aleutians deteriorated, Japanese units began relocating to defend the Kuriles. On July 20,1943, the 27th Squadron moved with their Nakajima Ki-43 Oscar (Hayabusa) fighters from Obihiro Army Air Base on Hokkaido to the airfield at Kitanodai on Paramushiro.

There the Japanese had finished construction of the runway, made of interlocking hardwood planks, each 33 feet long, 18 inches wide, and 4 inches thick. The surface was designed to be operational during wet and snowy weather and was 165 feet wide and 4,000 feet long. This constituted a major expenditure, since material of this nature was a scarce resource in wartime Japan. Karabu Zaki Airfield was another major installation, on the southern cape of Paramushiro at Musashi Naval Base, with its attendant early-warning radar and antiaircraft batteries.
